Green Summit

Who we help

Government & Public Institutions

Turn requirements and funding into work your team can deliver.

Public facilities carry requirements from every direction — energy codes, performance standards, program rules, funding conditions and the procurement process that governs all of them. Green Summit helps government agencies, public schools, universities and institutional facilities teams connect building requirements, energy programs and project delivery into work your team can actually deliver. We define the technical work, the evidence and the qualified partnerships your facilities or program need, and we keep public procurement and approval responsibilities exactly where they belong: with you.

Where would you like to start?

Agencies rarely need everything at once. Choose the priority in front of you — a facility, a program, a solicitation, a training need — and we will show you the work that fits, and nothing else.

Solutions

Incentives & allocation administration

Your agency pays no federal income tax, yet two energy incentives still run through your decisions: elective (direct) pay lets a qualifying public entity receive the value of certain energy credits directly, and on an eligible public building the Section 179D deduction can be allocated to the designers of its energy-efficient systems — the owner decides whether that happens. We evaluate which benefits fit, run an orderly review of designer requests and keep the records behind every decision, with utility rebates and New Jersey's incentive programs in the same review. Because Section 179D winds down under federal legislation enacted in July 2025 for property whose construction begins after June 30, 2026, screening construction-start dates is our first step on any allocation request.

Inspections & testing

Put qualified people in the field and get back documentation that matches each facility. We inspect installations, verify project work and test commercial building envelopes — Commercial Envelope Testing Co., a wholly owned Green Summit company, performs the air-leakage testing — and we inspect solar installations to verify they perform as designed. Every visit produces a project-specific record, so a portfolio of buildings gets one consistent standard of evidence.

Program delivery & quality assurance

Add implementation capacity, technical review and practical support to a program your team already runs — without adding confusion about who is responsible for what. We define the procedures, review the files and installations, and give delivery teams one place to get technical questions answered. Every workstream comes as a defined work package, so agency staff and prime contractors keep the functions they already cover.

Public-facility performance

Know what your buildings cost to run before you decide what to fix. Benchmarking, audits and capital planning organize the energy data and rank the improvement options; modeling, code compliance and MEP coordination settle the design; commissioning and measurement and verification prove that the systems operate — and keep operating — as intended. Where a building performance standard, a certification goal or C-PACE financing applies to a public facility, we bring it into the same plan rather than a separate one.

Research & technical teaming

Bring a technical partner into a federally funded or contracted research workstream and get measurable deliverables back. We supply the engineering, field deployment and instrumentation behind distributed energy, microgrid, resilience and thermal-storage studies — the same kind of work we are doing today as technical subcontractor to the University of Central Florida on the U.S. Department of Energy–funded PV-GEMS project. Cherokee-TERO teaming is one route to that partnership where the procurement recognizes it.

Training & workforce capacity

Equip your staff and program partners to assess, document and verify the work they are responsible for. We deliver technical training and continuing education built around the procedures your programs actually use, and Tribal energy workforce development where an agency partners with a Nation — so the capability stays with your team after the engagement ends.

Our process

  1. Define the public objective. We start with the facilities or programs in question, the procurement requirements, the funding conditions and the reporting your oversight bodies expect.
  2. Set the delivery responsibilities. Together we settle the authorized workstreams, the qualifications each one requires, who reviews what and how data is handled — before any field work begins.
  3. Execute the technical work. We coordinate the assessments, field work, analysis and training, and resolve issues as they surface rather than at closeout.
  4. Deliver an accountable record. You receive the outputs, the assumptions behind them, the findings and the closeout information a public file needs to stand on its own.

What your agency gains

  • Additional technical capacity tied to a defined work package — never an open-ended retainer.
  • Clear documentation for procurement, program oversight and the operating decisions that come later.
  • A practical connection between what the program requires on paper and the conditions that exist in the field.

Why Green Summit

Green Summit is a consulting partner delivering end-to-end compliance solutions in specialty tax credits and incentives, building performance and advisory services. Founded in 2014, we combine a licensed engineering firm and building science with inspections, measurement and verification, and technical program support — and we build every record to be audit-ready from day one.

We work alongside agency staff and prime contractors rather than replace functions already covered. Our Cherokee-TERO certification is relevant where recognized by the procurement; it does not replace solicitation requirements or establish a federal set-aside status.
