New York City Local Law 97 Support
Turn a citywide emissions law into a plan for your building.
New York City's Local Law 97 sets emissions limits for covered buildings, and those limits tighten from one compliance period to the next, so a building that complies today may not in the period after. The first question is never the penalty estimate; it is whether the building is covered, under which article and on which pathway, because affordable and rent-regulated buildings can follow different requirements. Green Summit helps owners organize the data, technical analysis and improvement planning behind a Local Law 97 response, and connects reporting needs with practical operating and capital decisions. We are a licensed engineering firm and a consulting partner delivering end-to-end compliance solutions, working alongside the New York professionals whose attestations the law requires.

Who this page is for
Owners and managers of covered New York City buildings, from commercial, multifamily and institutional properties to public facilities, including affordable and rent-regulated housing whose requirements differ, and the portfolio and facilities teams responsible for their filings.
What we do
- Review coverage and records. We establish the building, its ownership and housing context, the utility information available, prior filings and the pathway that applies.
- Analyze emissions and improvements. We review the building data, investigate what drives its performance and compare efficiency, electrification and control measures against its limits.
- Coordinate reporting and implementation. We organize the supporting evidence, the qualified-professional interfaces, the project sequence and the follow-up verification.
Our process
- Establish applicability and the responsible professionals. We identify whether and how the law applies to the building and which New York professionals must be involved.
- Compare the building with its requirements. We review the data and measure the building's position against the limits that apply to it.
- Plan, then track. We develop a defined reporting and improvement plan, then track actions and evidence through each compliance period.
Benefits
- A property-specific plan rather than a generic penalty estimate.
- Compliance records that connect to your capital priorities.
- Coordination with commissioning, measurement and verification, and eligible financing.
Why Green Summit
Green Summit brings building-performance, modeling and financial-analysis capabilities to the decisions behind compliance, so the plan rests on engineering and on the numbers your ownership will weigh. Founded in 2014, we are a licensed engineering firm, and we build every record to be audit-ready from day one.
We perform required New York professional attestations and filings only through properly authorized arrangements. We are an independent consulting firm, not the enforcement agency and not the program administrator, and we will tell you when the program itself offers free help you should use first.
Frequently asked questions
What is Local Law 97?
Local Law 97 is New York City's building emissions law. It sets emissions limits for covered buildings that tighten by compliance period, requires reporting and carries penalties for buildings that exceed their limits. Coverage, exceptions and the article that applies depend on the building, its ownership and its housing context.
Does every large New York City building follow the same pathway?
No. Coverage, exceptions and the article that applies must be checked for each building. Certain affordable or rent-regulated buildings have different requirements, and we never place them automatically into an Article 320 analysis.
Is benchmarking the same as LL97 compliance?
No. Benchmarking data can support the emissions analysis, but the Local Law 97 submission and its requirements are addressed separately.
Will Green Summit sign and file every report?
That depends on the authorized scope and the New York professional qualifications the filing requires. We establish the registered design professional and filing responsibilities before committing to that service.
Can C-PACE support improvements?
Potentially, subject to the local financing program, the property, the measures, existing debt and required approvals. We coordinate the technical documentation, and we never promise a loan or automatic eligibility.
What should an owner do about a missed requirement?
Bring the prior filing record and any agency notices to the review. We help organize the technical next steps with your authorized professionals; penalties, extensions and agency determinations are not ours to waive.
