Who we help

Utilities & Energy Program Administrators

Expand delivery without losing consistency.

A program that pays for measured results depends on three things lining up: the technical requirements written into it, the delivery happening in the field and the evidence that connects the two. Green Summit helps utilities and energy program administrators keep all three aligned as volume grows. We build the work around your program — implementation support, quality review, measurement, contractor assistance or a defined research and demonstration workstream — and we complement the administrator or implementer you already have rather than duplicate it.

Where would you like to start?

Programs rarely need help everywhere at once. Choose the workstream that needs support and we will show you the work that fits — and nothing else.

Solutions

Engineering & system verification

Some program questions need an engineer, not a checklist. We review energy models and the interfaces between mechanical, electrical and hot-water systems, then commission and test the installed work — including commercial air-leakage testing performed by Commercial Envelope Testing Co., a wholly owned Green Summit company. Each verification stays within the scope the program authorizes, and each result is documented so the program can rely on it.

M&V, monitoring & portfolio insight

Measure the savings the program claims. We establish the measurement plan before the first logger is installed, review data quality as it arrives, and connect the results to program decisions and to the buildings themselves through benchmarking, audits and decarbonization planning. Where customers face a building performance standard such as Washington's Clean Buildings Performance Standard, that requirement belongs in the same analysis.

Program implementation & technical assistance

Turn a program design into procedures people can follow. We translate the delivery requirements into workable procedures, staffing responsibilities and the participant and contractor support that keeps applications moving, and we give your delivery teams one place to get technical questions answered. Where the program needs procurement or owner-side technical support — or runs in New Jersey — we bring that into the same workstream.

Rebate quality assurance & field verification

Know that a paid rebate bought what the program promised. We review the files and the installations behind them, document deficiencies in terms a contractor can act on, and verify the corrective actions under the program's own rules. Independent review stays independent: we define it separately from any installation or implementation role, so your oversight can rely on it.

Research, pilots & distributed energy

Put a new technology in the field and find out what it actually does. We support the deployment and evaluation of solar, storage, thermal-storage, microgrid, EV-charging and integrated building-energy pilots — feasibility, instrumentation, inspection and validation — with data, review and reporting responsibilities set at the start. For federally funded work we team as a technical partner, the role we hold today as technical subcontractor to the University of Central Florida on the U.S. Department of Energy–funded PV-GEMS project.

Workforce & qualified delivery partnerships

Consistency starts with the people doing the work. We prepare contractors, auditors and inspectors to follow the same procedures and document their work the same way, from technical training and continuing education to energy workforce development in Tribal communities. Cherokee-TERO teaming adds a qualified delivery partnership where a program serves Tribal territory or its procurement recognizes the certification.

Our process

  1. Identify the delivery gap. We review the program, the territory, the performance questions you need answered and the work other partners already cover, so we add capacity only where it is missing.
  2. Design the workstream. Together we set staffing, qualifications, systems, data access, sampling and independence requirements before delivery begins.
  3. Deliver and review. We coordinate the technical work and field evidence, resolve findings with contractors and participants, and keep your team informed throughout.
  4. Report and improve. We report against the measures set at the start and use recurring findings to improve delivery and document results.

What your program gains

  • Technical capacity that complements your existing administrator or implementer instead of competing with it.
  • Consistent evidence across contractors, inspectors and locations.
  • Clearer separation of delivery, quality review and measured program outcomes.

Why Green Summit

Green Summit is a consulting partner delivering end-to-end compliance solutions in specialty tax credits and incentives, building performance and advisory services. Founded in 2014, we combine a licensed engineering firm with experienced QA leadership, measurement and verification, and field coordination, and we document every workstream to be audit-ready from day one.

We are RESNET Rating Provider No. 1998-221, and that HERS experience strengthens our technical foundation but does not substitute for program-specific authorization — we qualify for each program on its own terms. And we define any independent review separately from installation and implementation responsibilities, rather than assume one arrangement is acceptable across every program.

Let's talk about the workstream that needs support.
