Energy Program Administration & Implementation

Turn program rules into a delivery process that holds together at scale.

A program rule is only as good as the delivery team's ability to apply it consistently, on every project, from intake to documented completion. Green Summit brings engineering, field verification, quality management and technical training into program-delivery planning for utilities, agencies, Tribal Nations and implementation partners. We work with prospective program partners to define the technical and operational scope, the people the program needs and the controls that connect intake with documented completion. We complement the administrator or implementer you already have rather than replacing functions already covered.

Who this is for

Utilities, public agencies and Tribal organizations that are launching a program, adding a workstream or filling a delivery gap the existing team cannot cover.

What we do

  • Design the delivery workflow. We map intake, technical review, installation milestones, inspections, issue resolution and reporting into one sequence the delivery team can follow from the first application to the last closeout.
  • Define team requirements. We establish role-specific qualifications, onboarding and training for contractors, auditors and inspectors, so the people applying the rules are equipped to apply them.
  • Coordinate technical delivery. We define application and model review, field coordination and technical-assistance responsibilities, and we state plainly which of them Green Summit will carry.
  • Create usable records. We develop checklists, reporting templates, document controls and escalation paths tied to the program requirements: records the program can produce on demand rather than reconstruct later.

Our process

  1. Define the program. We start with the program, its procurement context and the responsibilities already assigned, so our work fills a gap instead of duplicating a role.
  2. Build the scope and staffing model. We size the technical work and the people it needs around the actual delivery gaps, not a standard package.
  3. Settle readiness before launch. Together we set readiness requirements, reporting and role separation before the first application arrives.

What you receive

A program-specific delivery plan and the implementation workstreams the engagement defines. We take on administration authority, participant eligibility decisions, payment approval and disbursement only when the contract expressly includes them, and we never assume an authority the contract does not give us.

Benefits

  • Defined workflows, responsibilities and escalation points that the delivery team can follow from intake to documented completion.
  • Technical capacity built around the administrator's actual gaps rather than a fixed package.
  • One documented record that connects what the rules require with what was reviewed, inspected and reported.

Why Green Summit

Green Summit is a consulting partner delivering end-to-end compliance solutions in specialty tax credits and incentives, building performance and advisory services. Founded in 2014, we are a licensed engineering firm, RESNET Rating Provider No. 1998-221 and a Cherokee-TERO certified partner, which means the workflow we design reflects what inspectors, raters and reviewers will actually see in the field. We bring building analysis, field verification and documentation review into the same project conversation.

We define our role alongside the owner and program team, with clear distinctions between advice, implementation and independent oversight, because a program that blurs those three roles cannot show a reviewer who decided what. We are not automatically the administrator of any program we support, and we complement an existing administrator or implementer rather than replacing functions already covered.

Frequently asked questions

What is energy program administration and implementation?

Program administration is the formal role that holds authority over a program: participant eligibility decisions, payment approval and disbursement. Implementation is the delivery work that makes the program's rules usable, from intake and technical review through installation milestones, inspections, issue resolution and reporting. Green Summit supports implementation and technical delivery, and takes on administration authority only when a contract expressly includes it.

Do you already administer every program you support?

No. Technical project support, implementation support and formal program administration are three different roles, and the specific contract defines which authority we hold. We never present ourselves as the administrator of a program we support technically.

Can you join an existing implementation team?

Yes. A focused technical, inspection, training or QA workstream is often a better fit than an end-to-end administrative assignment, and it lets your existing team keep the functions it already covers. We start by mapping the responsibilities already assigned, so the workstream we take on is a gap, not an overlap.

Can you also provide independent QA?

Only through a structure that meets the program's independence requirements. We evaluate installation, implementation and review responsibilities for conflicts before we accept an independent role, because review must be defined separately from the work it reviews.

What work can you take off an existing program team?

A defined work package may cover technical file review, inspection coordination, procedures, contractor support, QA records or reporting. We settle interfaces and escalation responsibilities with the lead administrator before delivery begins, so nothing falls between two teams.

How do you handle participant information?

We establish data access, permitted uses, secure transfer, retention and escalation procedures for each engagement before any participant record moves. Public marketing forms, including ours, never collect sensitive resident, payroll or tax records.
