Rebate & Utility Program QA/QC

Quality you can see in the file and verify in the field.

A completed checklist tells you a project was closed; it does not tell you the work was right. Program quality depends on the assessment, the savings assumptions, the installed measures and the field evidence agreeing with one another, and on someone tracing every disagreement to resolution. Green Summit provides quality-assurance and quality-control support for rebate and utility programs, connecting technical records with the work performed at the property. We help program teams identify gaps, document findings and follow corrections through the required closeout process, and we define the review separately from installation and implementation.

Who this is for

Utilities and program administrators, public agencies, Tribal organizations, housing authorities and the HERS Raters and energy auditors who deliver program work and want it reviewed consistently.

What we do

  • Review technical files. We examine assessments, models, equipment information, photographs and the other evidence the program requires, and we check that they all describe the same project.
  • Perform field quality reviews. We verify scope-specific installation and documentation requirements at the property, using personnel qualified for the program and the measure.
  • Track corrective action. We document deficiencies, assign follow-up and verify corrections before a review item is closed. Nothing closes on a promise.
  • Strengthen review procedures. We develop or apply program-specific checklists, review priorities and escalation requirements, so two reviewers reach the same conclusion on the same evidence.

Our process

  1. Set the frame. We establish the program requirements, the review boundaries and the independence the program expects before the first file is opened.
  2. Perform the checks. We carry out the desktop and field quality checks the engagement defines.
  3. Track to resolution. We follow every finding through corrective action and documented resolution.

What you receive

Desktop and field-review findings, issue registers, correction verification and technical reporting, organized so the administrator can see at a glance which items are open, which are corrected and which are closed. Sampling rates, inspection authority and required qualifications follow the named program and contract, never a default percentage.

Benefits

  • Consistent review of project evidence and installed measures against the program's own requirements.
  • A traceable corrective-action record that shows what was checked, what was found and how it was closed.
  • Feedback that helps contractors and raters improve future submissions instead of repeating the same deficiency.

Why Green Summit

Green Summit is a consulting partner delivering end-to-end compliance solutions in building performance, specialty tax credits and incentives, and advisory services. Founded in 2014, we are a licensed engineering firm and RESNET Rating Provider No. 1998-221, so the people reviewing a file understand the models, the tests and the installations behind it. We bring building analysis, field verification and documentation review into the same project conversation, and we build every review record to be audit-ready.

We define our role alongside the owner and program team, with clear distinctions between advice, implementation and independent oversight. We review financial, organizational and delivery relationships before accepting an independent role, and we keep review separate from installation and implementation, so a finding is never a reviewer grading their own work.

Frequently asked questions

What is rebate and utility program QA/QC?

Quality assurance and quality control for a rebate or utility program check whether each project's technical file and installed work meet the program's requirements. Desktop review examines the assessment, model, equipment information and photographs; field review verifies the installation at the property; corrective-action tracking follows every deficiency to documented closure. It answers whether the work and evidence meet the requirements, which is a different question from how much energy the measures saved.

Does RESNET authorization cover rebate-program QA?

Not automatically. Green Summit is a RESNET Rating Provider, but each program has its own accepted credentials, responsibilities and inspection requirements, and we verify those separately for every program we review. Where the program names the qualifications an inspection requires, those qualifications govern who performs it.

How do you establish independence?

We review financial, organizational and delivery relationships before accepting an independent role and define the separation the program requires. A team that installed or implemented the work does not review it, and the review boundary is written into the engagement before the first file is opened.

Is QA the same as M&V?

No. QA reviews whether the work and its evidence meet requirements. Measurement and verification evaluates performance or savings against a defined baseline and method. A program may need both, and we keep the two distinct.

What does a quality review produce?

Each review identifies the requirement checked, the evidence examined, the findings, the corrective actions and the closure status. We settle reporting formats with the administrator up front so a reader can distinguish an observation from a confirmed deficiency.

Can you review work from multiple contractors consistently?

Yes. A common review protocol, reviewer training, documented decisions and escalation of recurring issues keep the standard the same from one contractor to the next. Sampling, qualifications and acceptance thresholds follow the specific program, not a universal HERS-derived percentage.
