Who we help

Affordable Housing & Housing Authorities

Make building improvements work for your housing mission.

Affordable housing is not a commercial project with a different label. The utility allowance changes what a resident pays, the certification is often a condition of the funding, and the rehabilitation happens around people who are home. Green Summit helps affordable-housing owners, developers and housing authorities align building performance, utility allowances, certifications and available incentives — and we organize the technical work around your funding commitments, your property operations and the needs of the people who live there.

Where would you like to start?

Housing teams usually arrive with one requirement in front of the others — an allowance update, a certification the funder expects, a rehabilitation to plan. Choose yours and we will show you the work that fits — and nothing else.

Solutions

Affordable-housing green building consulting

When the funder names the certification, the project has to earn it. We connect the required program — ENERGY STAR Multifamily New Construction, NGBS, FGBC, DOE Efficient New Homes, Indoor AirPlus, LEED, Phius or Enterprise Green Communities — to design decisions, construction milestones and the supporting records reviewers will ask for. Where it fits, we connect the pathway to your decarbonization goals and review C-PACE financing for the properties that are eligible.

Audits, rehabilitation & building systems

Rehabilitation in an occupied building is a sequencing problem before it is a construction problem. We prioritize improvements with ASHRAE audits and retrofit coordination, size and coordinate HVAC and hot-water work with Manual J, S and D calculations and MEP coordination, and verify that the systems the project specified function as intended before the scaffolding comes down. Strategic consulting ties the measures to the property's funding and operating plan.

Distributed energy & resilience

Projected performance is a proposal; measured performance is a fact. We assess solar and battery options for the property, plan storage, microgrid, thermal-storage and EV-charging decisions around real loads and resilience needs, and inspect installed PV systems before anyone relies on the projections.

Field quality & measured outcomes

A record of what was built protects everyone who signed for it. We plan inspections, testing and corrective-action follow-up for the authorized project — field verification, blower-door, duct-leakage and commercial air-leakage testing, measurement and verification, and QA/QC for rebate and utility programs — so agency, owner, lender and syndicator reviewers see the same evidence. Commercial Envelope Testing Co., a wholly owned Green Summit company, performs the commercial air-leakage testing.

Rebates & ownership-specific incentives

Which incentive fits depends on who owns the building. A taxable owner can claim Section 179D directly; a housing authority or other tax-exempt owner cannot, but it can allocate the deduction to the project's designer and may use elective pay to receive qualifying energy credits as payments — and because Section 179D winds down for property whose construction begins after June 30, 2026, we screen the construction-start date first. We evaluate HOMES, HEEHRA, utility rebates and New Jersey's programs, including M-RISE readiness, against the property, its ownership and each program's rules before anyone counts on the money; a deduction is not automatically cash, and your tax advisor makes the filing decision.

Utility allowances & portfolio data

An allowance should describe your buildings, not a regional average. We develop project-specific LIHTC utility allowance analysis — including Energy Consumption Model studies where the agency accepts that methodology — built from the property's own units, systems and metering. Energy modeling, Portfolio Manager benchmarking and New Jersey's energy and water benchmarking requirements give you a clearer view of building and utility information across the portfolio.

Our process

  1. Understand the commitments. We start with ownership, unit mix, metering, funding requirements, resident access and where the project stands.
  2. Align the technical plan. We coordinate the allowance methodology, the certifications, the improvement measures and the program documentation so they describe the same building.
  3. Work with the delivery team. We support design and construction coordination, schedule visits around residents and record field changes as they happen.
  4. Document and follow through. We prepare the exhibits, verification records and closeout information the engagement calls for, in the form owners and reviewers need.

What your organization gains

  • A coordinated response to overlapping housing, energy and documentation requirements.
  • Clearer planning for occupied-property access and phased rehabilitation.
  • Technical records that stand up to agency, owner, lender and syndicator review.

Why Green Summit

Green Summit is a consulting partner delivering end-to-end compliance solutions in building performance, specialty tax credits and incentives, and advisory services — a licensed engineering firm and RESNET Rating Provider with in-house CPAs, founded in 2014. We connect unit-level and whole-building modeling, utility allowances, field verification and incentive coordination in one team, and we build the records to be audit-ready from day one.

Two things in this work share the same abbreviation, and we keep them apart: an Energy Consumption Model is the analysis behind a utility allowance, and energy conservation measures are the improvements in a rehabilitation plan. We use each for its own purpose, and we confirm the methodology the agency has accepted for your project before the analysis begins.
