Affordable Housing Energy & Retrofit Coordination

Retrofits in occupied housing are planned around residents first.

A retrofit in occupied affordable housing is more than an equipment upgrade: residents need access to their homes, the work has to move through the property in phases, someone pays each utility bill, and every rebate, certification and utility allowance program asks for its own documentation. Those constraints shape what can actually be delivered, and a plan that ignores them fails in the field rather than on paper. Owners, housing authorities and the developers rehabilitating their properties need an energy scope that fits the building, the residents and the organization's priorities at the same time. Green Summit, a licensed engineering firm and RESNET Rating Provider, helps affordable-housing owners and housing authorities coordinate energy assessments, improvement packages, incentive requirements and field verification into one plan; funding, procurement, resident eligibility and housing-program compliance stay explicitly with the parties responsible for them.

Who this is for

Affordable-housing owners and housing authorities, the developers rehabilitating their properties, owners and operators of regulated housing, and Tribal housing organizations.

What we do

  • Screen the property or portfolio. We review building types, systems, utility data, planned rehabilitation and your goals, and we prioritize which properties merit a detailed assessment.
  • Develop improvement packages. We connect assessments and modeling with practical measures, costs and the installation constraints of an occupied building.
  • Coordinate program requirements. We evaluate the rebate, certification and utility allowance implications of each measure, and we never treat those programs as interchangeable.
  • Verify and close. We plan the inspections, corrections and technical documentation that owners and program partners need.

Our process

  1. Establish property needs and constraints. We start with the buildings, the residents and the operating constraints, not the equipment catalog.
  2. Align the scope with capital plans and programs. We fit the technical scope to the capital plan and the programs the property actually uses.
  3. Coordinate verification and documentation through completion. We keep field verification and records moving until the last phase closes.

What you receive

A coordinated technical work plan, an improvement analysis and a closeout framework. Funding, procurement authority, resident eligibility and housing-program compliance responsibilities remain explicitly assigned to the parties who hold them, and the plan says so.

Benefits

  • A rehabilitation plan that recognizes occupancy, systems, incentives and housing commitments at the same time.
  • Coordinated technical work instead of separate decisions about each upgrade.
  • Phasing and resident communication planned with the housing operator before the first crew arrives.
  • Rebate, certification and utility allowance implications evaluated measure by measure, so one program's paperwork never gets mistaken for another's.

Why Green Summit

Green Summit combines building-science analysis, rating-provider quality processes and project coordination. Founded in 2014, we are a licensed engineering firm and RESNET Rating Provider No. 1998-221, and we define the qualifications and evidence each program requires rather than treating every credential as interchangeable.

Our scope is energy, building performance and the technical coordination around them, and we say plainly where it ends. We build the technical record to be audit-ready from day one, and we leave rent, income and housing-program compliance with the people who are responsible for them.

Frequently asked questions

What is affordable housing energy and retrofit coordination?

It is the work of turning energy assessments, improvement packages, program requirements and field verification into one plan for an occupied affordable property or portfolio. Green Summit screens the buildings, develops the measures, evaluates the rebate, certification and utility allowance implications and coordinates verification through completion, while the owner keeps the funding, procurement and compliance decisions.

Can you support a portfolio rather than one building?

Yes. Initial screening prioritizes properties for more detailed assessment and sets consistent information and verification workflows across the portfolio, so each property gets the depth of study its systems and capital plan justify.

Do you administer all housing requirements?

No. Our scope covers energy, building performance and related technical coordination. Rent, income and broader housing-program compliance remain separate responsibilities, and we keep them explicitly assigned.

Can Tribal housing organizations use this service?

Yes. We tailor the technical plan to the community and the program that applies, and we never assume state or LIHTC rules govern every Tribal project.

How do you plan around residents?

We coordinate information needs, access, the proposed measures and verification with the housing operator. Phasing and communication reflect occupancy, resident protections and the property's operating constraints, because a measure that cannot be installed while a unit is occupied has to wait for a turnover or a planned move.

Can you evaluate financing alongside green-building work?

Yes. We coordinate incentive screening and, where a property is eligible, C-PACE feasibility with certification and capital planning. Existing debt, agency rules, ownership structure and the local assessment program each need separate review, and we never assume a regulated property qualifies until that review is done.

Let's plan the retrofit around the people who live there.
