HEEHRA Project Support

Check the requirements before you commit to the equipment.

The HEEHR program (High-Efficiency Electric Home Rebate, renamed from Home Electrification and Appliance Rebates, or HEAR, in DOE’s June 2026 guidance) supports eligible electrification measures such as qualifying heat pumps, but eligible measures and project conditions are program-specific. Equipment type alone does not establish eligibility, and state or territorial rules should not be assumed to govern a Tribal program, because each program runs under its own governing notice, administrator and delivery requirements. Green Summit supports project teams evaluating HEEHRA with technical screening, equipment review and installation-verification support. You confirm the relevant pathway first, and only then develop a scope that depends on the incentive.

Who this is for

Owners, developers and housing providers planning electrification work in single-family or multifamily housing under a state, territorial or Tribal HEEHRA program, before the equipment has been ordered.

What we do

  • Identify the applicable program. We confirm location, administrator, project type and the current rules for the proposed work, so you build the scope on the program that actually governs it.
  • Review baseline and equipment. We document existing systems, the proposed equipment and the building conditions that affect eligibility.
  • Coordinate prerequisites. We identify the technical, sequencing, contractor and approval requirements that shape the project, before they become missed steps.
  • Support verification. We organize installation evidence, inspections and technical responses for program closeout, so the package answers the administrator's questions the first time.

Our process

  1. Confirm the named program and its current eligibility conditions. Location, administrator and project type decide which rules apply, and we settle that before anything else.
  2. Review existing equipment and the proposed installation scope against those conditions. What is being replaced matters as much as what is going in.
  3. Coordinate records and verification with the responsible delivery team through closeout, so the installation evidence matches what the program was told to expect.

What you receive

A technical screening record, an equipment and documentation checklist, and installation-verification support for the scope we define with you. The checklist lays out, for each proposed measure, the evidence the program expects before the work, at installation and at closeout, so nothing is discovered missing after the contractor has left. Household or building eligibility and final funding determinations remain with the authorized program parties, and we never present a rebate as approved before the program has said so.

Benefits

  • Equipment and project documentation aligned with the applicable HEEHRA requirements.
  • Earlier recognition of eligibility, approval and verification needs before purchases are committed.
  • A clear record of which program governs the project, and why, for everyone who touches it after you.

Why Green Summit

Green Summit brings building analysis, field verification and documentation review into the same project conversation. We are a licensed engineering firm and a RESNET Rating Provider, and as a consulting partner delivering end-to-end compliance solutions we follow the project from program identification through installation verification with one team and one record. We define our role alongside you and the program team, with clear distinctions between advice, implementation and independent oversight.

We are not the program administrator, and we will tell you when the program itself offers help you should use first. Founded in 2014, we build every record to be audit-ready from day one.

Frequently asked questions

What is HEEHRA?

HEEHRA is the earlier name of the U.S. Department of Energy’s High-Efficiency Electric Home Rebate (HEEHR) program, renamed in DOE’s June 2026 guidance, which supports eligible electrification measures in homes under rules set by each state, territorial or Tribal administrator. Eligibility depends on the existing equipment, the proposed measures, the building conditions and the current program rules, not on a product label. Green Summit provides the technical screening, equipment review and installation verification the pathway requires.

Is every heat-pump replacement eligible?

No. Existing equipment, proposed measures, building conditions and current program rules all matter. A qualifying product label does not establish project eligibility, which is why we review the baseline and the building before the equipment, not after.

Are Tribal and state programs interchangeable?

No. Their governing notices, administrators and delivery requirements can differ. We identify the applicable program before advising on the scope.

Can we submit sensitive resident information through the website?

No. The initial inquiry should contain general project information only. Any required sensitive documents move through a secure process we set up with you, never through a public web form.

How is HEEHRA different from HOMES?

HEEHRA focuses on eligible electrification measures and the requirements attached to them, while HOMES uses a whole-home energy-savings approach. We screen the actual program and the actual project rather than assuming one pathway's rules apply to the other.

Should we reserve equipment before eligibility is confirmed?

Discuss program sequencing before committing to the work. Reservation, contractor, preapproval and installation-date rules vary by program. We help you identify those dependencies, but we cannot retroactively create an approval that was required beforehand.

Let's check the requirements before the equipment is ordered.

Tell us the property, its location, the equipment you are considering and whether the program is state, territorial or Tribal.
