Teaming in practice
Green Summit is technical subcontractor to the University of Central Florida on the U.S. Department of Energy–funded PV-GEMS project, carrying defined engineering and field responsibilities within a larger research team. That is the model we offer every prime: a clear work package, accountable delivery and the records the contract requires.
Contracting advantages, stated precisely
Teaming with a Native American–owned firm can bring real contracting advantages. Each one has conditions, and we would rather you plan around the conditions than discover them after award.
Indian Incentive Program
On Department of Defense contracts that include DFARS clause 252.226-7001, the prime contractor can request an incentive payment equal to 5% of the amount of a subcontract with a qualifying Native American–owned business, one at least 51% owned by a federally recognized tribe or its members. Civilian agencies can include a similar clause, FAR 52.226-1, when funds are available.
The prime contractor requests the payment through the contracting officer, before contract performance is complete.
Payment depends on the terms of the contract and the availability of program funds; it is not automatic.
We provide the ownership and enrollment documentation the prime needs for the request.
Cherokee Nation procurement
Cherokee Nation's TERO Ordinance allows TERO-certified firms preferential treatment in the bid process, and Cherokee Nation, its housing authority and its business entities use the TERO list of Native-owned businesses when letting contracts for bid.
What certification does not do
Cherokee Nation TERO certification is not SBA 8(a) certification, and it does not by itself create a federal set-aside or a preference under another Tribe's procurement rules. The solicitation controls, and we say so at the start of every teaming conversation.
How teaming works
- Share the opportunity. Send the solicitation or project, the buyer, the schedule and the role you have in mind for Green Summit.
- Check fit and eligibility. We confirm that our capability matches the technical need and which contracting advantages, if any, the solicitation recognizes. If the fit is not there, we tell you.
- Define the arrangement. Together we settle the work package, workshare, pricing, responsibilities and information handling in a teaming agreement before the proposal goes in.
- Support the proposal. We provide the technical approach for our scope, personnel information, past performance and pricing on your schedule.
- Deliver the work. After award, we execute the defined scope with accountable project coordination and the reports and records the contract calls for.
Why Green Summit
Green Summit is a trusted consulting partner delivering end-to-end compliance solutions in specialty tax credits and incentives, building performance and advisory services. On a government team, that means a licensed engineering firm that can carry testing, inspection, commissioning and program quality assurance under one accountable lead, with Commercial Envelope Testing Co. and our RESNET Rating Provider operations adding field capacity where the contract needs it.
Our Native American ownership and Cherokee Nation TERO certification are part of who we are; the technical work is the reason to team with us. We never present a certification as more than it is.
Frequently asked questions
Is Green Summit a Native American–owned business?
Yes. Green Summit is 51% Native American–owned and certified by the Cherokee Nation Tribal Employment Rights Office (TERO), which maintains the Nation's list of certified Native-owned businesses. That meets the Indian Incentive Program's 51% ownership threshold, and we provide ownership and enrollment documentation when a prime contractor or contracting officer needs it.
Will teaming with Green Summit qualify us for the Indian Incentive Program?
It can, when the conditions are met. The prime contract must include the program clause (DFARS 252.226-7001 for the Department of Defense, or FAR 52.226-1 where a civilian agency uses it), the prime requests the incentive through the contracting officer before performance is complete, and payment depends on available funds. We supply the documentation on our side of the request.
Is Green Summit an SBA 8(a) or set-aside firm?
No. Our Cherokee Nation TERO certification is not SBA 8(a) certification and does not by itself create a federal set-aside status. It is relevant where the procurement recognizes it, and we confirm what a specific solicitation recognizes before you rely on it.
Can Green Summit support work outside Florida?
Yes. Green Summit is headquartered in Cocoa Beach, Florida, and supports projects nationally with its own staff, Commercial Envelope Testing Co. for commercial air-leakage testing, and affiliated rating professionals working under our RESNET Rating Provider quality assurance.
What should we send to start a teaming conversation?
The solicitation or project description, the buyer, the proposal schedule, the technical scope you need covered and the role you have in mind for Green Summit. Please do not send controlled or sensitive solicitation documents through the website form; we will set up a secure exchange.
