Building Systems Commissioning & Functional Verification
Verify that the systems work together, not just that each one turns on.
Commissioning answers a narrower question than most people expect, and a more useful one: do the systems operate the way the owner's requirements and the design say they should? Not whether the equipment arrived, and not whether the building saves energy, but whether the sequences of operation run, the controls respond and the systems interact as intended when someone tests them. Green Summit provides building systems commissioning and functional verification matched to the systems, the project stage and the owner's requirements. We connect intended operation to observed performance, document deficiencies and coordinate follow-through with the members of the project team responsible for the fix.
- Licensed engineering firm
- Engineered substantiation, not estimates
- Founded 2014
- Audit-ready documentation
Who this is for
Owners, developers, contractors and design teams, housing authorities, public institutions, Tribal Nations, utility programs and manufacturers who need to know that a building's systems operate as designed, before handoff or after a problem.
What we do
- Define the commissioning scope. We identify the systems, the operating requirements, the test responsibilities, the readiness criteria and the acceptance documentation before anyone schedules a test.
- Review the interfaces. We evaluate how the HVAC, hot-water, controls and distributed-energy systems in scope are meant to coordinate, and whether the design and equipment records support it.
- Perform or witness functional checks. We check selected operating sequences, control responses and system interactions using the procedures the plan sets out.
- Track deficiencies to closeout. We record findings, assign responsible parties and verify the corrections made or list what remains open.
Our process
- Agree on the intended operation. We review the owner's requirements and the available design and equipment records.
- Plan the checks. We coordinate access, safety, responsibilities and readiness with the delivery team.
- Test and document. We perform the authorized functional procedures and record the observed conditions.
- Verify follow-through. We review the corrective work and deliver the commissioning record.
Benefits
- Clear visibility into system operation before handoff, while the contractors are still on site.
- A documented path for resolving deficiencies, with a named party responsible for each.
- Operating and verification records the owner can actually use: the commissioning record, the findings, the verified corrections and any open items.
Why Green Summit
Green Summit is a consulting partner delivering end-to-end compliance solutions in building performance, specialty tax incentives and advisory services, founded in 2014 as a licensed engineering firm. Our engineers connect commissioning with energy modeling, field testing and performance analysis where that helps. Commissioning checks operation; M&V evaluates outcomes against an established baseline. We coordinate both while keeping their purposes and deliverables distinct, and the record we leave behind is audit-ready from day one.
The engagement sets the system coverage, the new-construction or existing-building scope and any certification-specific commissioning requirements. Our services do not replace installation, engineer-of-record or code-official duties unless we are expressly authorized and qualified to perform them, and we say so before the work begins.
Frequently asked questions
What is functional verification?
Functional verification is the testing half of commissioning: putting a system through its operating sequences under defined procedures and observing whether the controls respond and the systems interact as the design intends. We perform or witness it against the owner's requirements and the project's records, and we record every deviation as a finding with a party responsible for resolving it.
What is building systems commissioning?
A defined process for checking that the systems and controls in scope operate against the project's stated requirements. It can include documentation review, test planning, functional verification and deficiency follow-up.
Which systems can be included?
HVAC, hot water, controls, distributed-energy interfaces and monitoring systems. We set the exact system coverage, the professional responsibilities and the acceptance criteria for each project.
How is this different from M&V?
Commissioning evaluates specified functions and operating sequences. M&V evaluates measured performance or savings against a baseline over a reporting period. We can coordinate the two, and neither replaces the other.
When should the commissioning provider be engaged?
Early. Involvement during design and construction identifies the requirements, access, test conditions and documentation before closeout, when they are still easy to arrange. Existing-system assignments begin by establishing the operating problem and the records that are available.
Do you fix every deficiency found?
We document the findings and coordinate review with the responsible parties. Repairs, programming changes, balancing and construction remain with the contractors or vendors authorized for that work unless we are separately contracted to perform it.
Let's verify that your systems work the way they were designed to.
Tell us the building, where it is, the systems you want verified and whether the project is in design, under construction, at closeout or already operating.
