Federally Funded Project Partnerships
A technical partner that carries a defined work package, not an undefined staffing promise.
On a federally funded project, a teaming commitment, a submitted proposal, a subcontract and a prime award are four distinct arrangements, and a good partner describes each one for exactly what it is. Green Summit partners with universities, prime contractors, Tribal organizations and other teams on federally funded projects, connecting engineering, field deployment, monitoring, verification and technical reporting with the responsibilities of the particular award or contract. We are doing that work today as technical subcontractor to the University of Central Florida on the U.S. Department of Energy–funded PV-GEMS project, where our scope covers site-readiness review, contractor coordination, field support, energy modeling, technical QA/QC, data-logging commissioning, data validation and reporting. We are a Cherokee-TERO certified, licensed engineering firm, and we bring a real scope of work to the team, never a credential alone.

Who this is for
Universities and public institutions, Tribal Nations and Tribal organizations, utilities running funded pilots and manufacturers that need a defined technical partner on a federally funded effort.
What we do
- Plan the technical work package. We define site requirements, staff roles, deliverables, milestones and the interfaces with the other project partners.
- Deploy and QA the systems. We coordinate site readiness, field support and technical review for the authorized building and energy systems.
- Monitor and analyze performance. We plan and commission data collection, review data quality and connect the measurements with the research question.
- Report and hand off. We document findings, limitations, methods and lessons through the sponsor-approved reporting process, so the next phase starts from evidence rather than memory.
Our process
- Establish the contracting role. Together we settle the prime-subcontract relationship, scope, data rights and required permissions.
- Plan the field work. We review sites, equipment, safety, measurements and dependencies.
- Execute and document. We coordinate authorized deployment, QA and analysis against the work plan.
- Deliver the evidence. We prepare the reports, datasets and technical handoff the award requires.
Benefits
- A defined technical partner rather than an undefined staffing promise.
- Continuity between field deployment and research data, because the team that readies the site also validates what it measures.
- Deliverables aligned with the prime contractor's or institution's reporting needs.
Why Green Summit
Green Summit is a Cherokee-TERO certified consulting partner delivering end-to-end compliance solutions, founded in 2014 as a licensed engineering firm with building-performance and technical-delivery capabilities. We contribute a real scope of work, documented qualifications and defined deliverables; certification alone is not a substitute for technical capacity or solicitation eligibility. Our research approach connects site readiness, instrumentation, data review and reporting in one team, and every deliverable is built to be audit-ready.
Cherokee-TERO certification is relevant where recognized by the procurement; it does not replace solicitation requirements or establish a federal set-aside status. A teaming commitment, submitted proposal, subcontract and prime award are distinct arrangements, and we describe each one accordingly.
Frequently asked questions
What is a federally funded project partnership?
It is a defined technical role on a project funded by a federal award or contract, carried as a subcontractor or teaming partner to a university, prime contractor, public entity or Tribal organization. The partnership connects engineering, field deployment, monitoring, verification and reporting with the specific responsibilities, flow-down requirements and reporting process of that award. Green Summit's role on the U.S. Department of Energy–funded PV-GEMS project, as technical subcontractor to the University of Central Florida, is one example.
Who can partner with Green Summit?
Universities, prime contractors, public and Tribal entities, manufacturers and other project teams that need a defined technical work package for a federally funded effort. The conversation starts with the solicitation or award and the technical work it needs, not with the certification.
What can Green Summit contribute?
Modeling, engineering analysis, field deployment, monitoring, verification, reporting and workforce support. We match the proposed role to the solicitation and to the team's actual capacity, and we never propose a role we cannot staff.
Does Cherokee-TERO certification guarantee a federal preference?
No. Cherokee-TERO certification is not a blanket federal set-aside, SBA 8(a) certification or guarantee of an award. It is relevant where recognized by the procurement; it does not replace solicitation requirements or establish a federal set-aside status, and each solicitation's eligibility and partnering rules must be evaluated separately.
How are responsibilities established?
The team settles scope, deliverables, budget, schedule, data and intellectual-property rights, reporting, flow-down requirements and authorized points of contact before committing to delivery. We put that agreement in writing before the first site visit.
Can we include Green Summit in a proposal before an award?
Yes, through properly authorized teaming or proposal-support arrangements. We distinguish a proposal role from an awarded contract, and we include personnel or credentials only once we have confirmed them in writing. That protects both teams: the proposal describes a role we have actually committed to, and the award decides whether it becomes a contract.
