Cherokee-TERO Technical Teaming & Partnerships

A certified partner that brings real technical capability to the team, not just a credential.

Cherokee-TERO certification tells a buyer one specific thing: Green Summit is certified within the Cherokee Nation TERO framework. It does not by itself establish Tribal-government ownership, SBA 8(a) status, a federal set-aside qualification or preference under every Tribe's procurement rules; the specific opportunity controls, and we say so at the start of every teaming conversation. What makes Green Summit worth teaming with is the work: defined engineering, building-performance, verification, research or workforce responsibilities carried by a licensed engineering firm founded in 2014. We are available for defined teaming arrangements with Tribal organizations, institutions and qualified prime contractors, and we work inside your governance and procurement process, not around it.

Who this is for

Tribal Nations and Tribal organizations, public institutions, utilities and manufacturers that need a certified technical partner whose contribution is tied to actual delivery.

What we do

  • Match capability to the opportunity. We review the technical requirement and identify the work Green Summit would actually deliver, and we say so when the fit is not there.
  • Define the teaming arrangement. We establish scope, responsibilities, communication, pricing and performance obligations before anyone signs.
  • Support compliant qualification. We provide the relevant business and personnel information for the procurement review that applies to the opportunity.
  • Deliver measurable work packages. We execute the authorized technical services and provide the records and reports the arrangement calls for.

Our process

  1. Review the opportunity. We identify the buyer, the solicitation, the technical need and the proposed role.
  2. Check eligibility and fit. We determine whether the certification is relevant to this procurement, whether our capability matches the need and what the procurement conditions require.
  3. Document the relationship. Together we settle contracting, responsibilities and information handling.
  4. Execute the work. We deliver the defined technical scope with accountable project coordination.

Benefits

  • A partner whose contribution is tied to actual delivery.
  • Clear expectations before a proposal or teaming commitment.
  • Engineering and verification capability that complements a larger team.

Why Green Summit

Cherokee-TERO certification is part of Green Summit's business identity; the technical capability is the reason to team. Green Summit is a consulting partner delivering end-to-end compliance solutions, founded in 2014 as a licensed engineering firm, and we bring engineering, field verification, incentive support and workforce development into one defined work package while respecting Tribal and procurement authority. We are doing that kind of work today as technical subcontractor to the University of Central Florida on the U.S. Department of Energy–funded PV-GEMS project.

Cherokee-TERO certification is relevant where recognized by the procurement; it does not replace solicitation requirements or establish a federal set-aside status. It does not by itself establish Tribal-government ownership, SBA 8(a) status, a federal set-aside qualification or preference under every Tribe's procurement rules. The specific opportunity controls, and we never present the certification as more than it is.

Frequently asked questions

What is Cherokee-TERO technical teaming?

It is a defined teaming arrangement in which Green Summit, a Cherokee-TERO certified firm, joins a Tribal organization, institution or qualified prime contractor to carry engineering, building-performance, verification, research or workforce responsibilities on a project. The certification identifies Green Summit within the Cherokee Nation TERO framework and is relevant where the procurement recognizes it; the reason to team is the technical work we deliver and the records that come with it.

What does Cherokee-TERO certification establish?

It identifies Green Summit's certification within the Cherokee Nation TERO framework. It does not establish that Green Summit is a Tribal government, and it does not mean every procurement program grants the same preference. It is relevant where recognized by the procurement; it does not replace solicitation requirements or establish a federal set-aside status.

What should a teaming conversation cover?

The client, the solicitation or project, the technical need, the schedule, the roles and the proposed commercial arrangement. From there we identify the records and authorizations needed to substantiate the partnership. We would rather settle those points before a proposal than discover a mismatch after an award.

Can you support a non-Tribal prime contractor?

Yes. A defined partnership provides technical capacity while respecting the procurement and certification requirements that apply. The arrangement must reflect real work and real responsibility, not merely the use of a credential, and the work package we deliver is the one the proposal described.

How do you respect Tribal decision-making?

The Tribal client retains authority over priorities, approvals and procurement. We align our work with the Nation's governance, counsel and stated objectives, inside the approval process rather than around it.

Can these partnerships include workforce development?

Yes. Technical delivery and workforce development can be defined together when the project supports meaningful instruction, supervised experience and community-defined outcomes, so the expertise stays in the community after the project ends. Tribal Energy Workforce Development and Technical Training & Continuing Education describe the pathways we support.
