HOMES Project Support

Connect the whole-building plan to the rebate requirements before the estimate goes in the budget.

The HOMES program (Home Owner Managing Energy Savings, renamed from Home Efficiency Rebates in DOE’s June 2026 guidance) rewards whole-home energy savings, which means a rebate estimate is only as credible as the project assessment behind it. Each administrator sets the accepted pathway, modeled or measured savings, and multifamily properties follow their own requirements rather than a single-family method. Green Summit supports owners evaluating HOMES with assessments, energy analysis, measure coordination and the technical documentation the applicable program requires. Your team understands existing conditions, evaluates improvement packages and documents the analysis in the form the administrator accepts, with multifamily-specific requirements built in where they apply.

Who this is for

Owners and developers of single-family and multifamily housing, including affordable housing providers and housing authorities, evaluating a whole-building efficiency project under a HOMES program.

What we do

  • Screen the property. We review building type, systems, utility data, project stage and the named program's current availability before anyone models anything.
  • Establish the baseline. We document existing conditions and identify the data the accepted modeling or measured-savings approach requires, from utility history to the equipment actually in place.
  • Evaluate improvement packages. We compare measures, their interactions, costs and implementation constraints using the approved method, so the package you choose is the one the program can recognize.
  • Verify and close. We support inspections, corrections, updated records and the technical submissions the administrator asks for.

Our process

  1. Confirm the pathway. We confirm the jurisdiction, the administrator and the permitted project pathway before any analysis begins.
  2. Assess and evaluate. We assess the building and evaluate the proposed improvement package against that pathway.
  3. Verify and close out. We coordinate verification and technical closeout with the delivery team, so the installed work matches the analysis the rebate rests on.

What you receive

A project assessment, a baseline and improvement analysis, a measure matrix and program-ready technical records for the scope you authorize. The measure matrix shows each package side by side, with its interactions, costs and constraints, so you decide on the building rather than on a brochure. Rebate approval and payment are not guaranteed, and we never present them as if they were.

Benefits

  • Baseline and improvement records aligned with the selected HOMES pathway.
  • A clearer sequence for assessment, modeling, approvals and installation verification.
  • One technical record that serves the owner, the delivery team and the administrator's review.

Why Green Summit

Green Summit brings building analysis, field verification and documentation review into the same project conversation. We are a licensed engineering firm and a RESNET Rating Provider, so the modeling, the field verification and the closeout record come from one team, and as a consulting partner delivering end-to-end compliance solutions we carry the project from screening to closeout rather than handing off at the model. We define our role alongside you and the program team, with clear distinctions between advice, implementation and independent oversight.

We are not the program administrator, and we will tell you when the program itself offers help you should use first. Founded in 2014, we build every record to be audit-ready from day one.

Frequently asked questions

What is HOMES?

HOMES is the U.S. Department of Energy’s Home Owner Managing Energy Savings rebate program (renamed from Home Efficiency Rebates in DOE’s June 2026 guidance), which rebates whole-home energy-efficiency improvements based on the savings a project achieves under an accepted modeled or measured pathway. Each administrator sets the permitted pathway, the multifamily requirements and the payment conditions. Green Summit provides the owner-side assessment, analysis and technical documentation the pathway requires.

Can multifamily properties be evaluated?

Yes, where the applicable program accepts them. The assessment and analysis must follow that program's multifamily requirements, and we never assume a single-family method applies.

Do you offer both modeled and measured approaches?

We confirm the available pathway and our role for the named program before the work begins. Under a modeled pathway, an energy model of the building before and after the work predicts the savings; under a measured pathway, utility data after installation demonstrates them. Measurement and verification is a separate engagement when the measured pathway calls for it.

Are you the program administrator?

Not by default. Owner-side technical support is distinct from a contracted administration or independent QA role, and we state clearly which role we hold on each project.

What information is useful for a multifamily screening?

Location, unit count, ownership, utility-metering arrangements, major systems, the proposed work and available energy records. Program-specific household eligibility information must move through an approved secure process, never a public website form.

What happens after the improvements are installed?

Our scope can include installation evidence, technical review, inspections and closeout responses. The administrator decides whether the project meets its payment requirements; a model alone does not complete the rebate process.
