Program delivery & quality assurance

Program rules only work when the people delivering them can apply them consistently.

A program's rules take effect in the field, not on paper, and they hold only when intake, technical review, inspections and closeout all apply them the same way. Green Summit adds implementation capacity, technical review and practical support to your delivery team in a defined work package, without replacing functions your agency or its administrator already covers. Technical support, implementation support and formal program administration are different roles, and we keep them separate so independence is never in question.

What we offer government & public institutions

  • Energy Program Administration & Implementation

Build a delivery process that holds together at scale: we bring engineering, field verification, quality management and technical training into program-delivery planning, from the intake-to-completion workflow to role-specific qualifications, checklists and escalation paths. Administration authority, participant eligibility decisions and payment approval stay with the program unless your contract expressly assigns them to us.

  • Independent Technical Review & Documentation QA

Make the conclusion traceable to the evidence. We review technical analyses, models and project documentation so your team knows whether the supporting record is complete and internally consistent before anyone relies on it.

  • Rebate & Utility Program QA/QC

Make quality visible in the file and in the field. We review technical files, perform field quality reviews with qualified personnel and track corrective action to documented resolution, so assessments, savings assumptions, installed measures and field evidence agree.

  • Technical Assistance & Program Q&A

Give your team a clear place to resolve technical questions. We connect questions about assessments, models, inspections and documentation from owners, contractors, auditors and raters to the people and requirements that govern the work.

How we work with your team

  • Define the role before the work.

We identify the program, the procurement context and the responsibilities already assigned, then build the scope and staffing around the actual delivery gaps.

  • Separate advice, implementation and oversight.

We settle independence requirements, review boundaries and required credentials before a review begins; a RESNET credential does not automatically cover a rebate program's QA.

  • Leave usable records behind.

We build checklists, issue registers, correction verification and reporting so the next reviewer, and the next staff member, can follow them.

Why Green Summit

Green Summit brings building analysis, field verification and documentation review into the same conversation, as a licensed engineering firm, RESNET Rating Provider No. 1998-221 and Cherokee-TERO certified consulting partner founded in 2014. We define our role alongside the agency and program team, with clear distinctions between advice, implementation and independent oversight, and we are not the program administrator unless expressly contracted to be.

Let's talk about the delivery capacity your program needs.

Tell us the program, the delivery gap you are trying to close and the role you are considering: implementation, technical review or independent QA.
