Independent Technical Review & Documentation QA

Every conclusion traced back to the evidence that is supposed to support it.

A technical report can look complete while its assumptions, its calculations and its field evidence tell three different stories. Before an owner, advisor or program team relies on a conclusion, someone should trace it back through the model inputs, the records, the photographs and the test results behind it. Green Summit reviews technical analyses, models and project documentation to show whether the supporting record is complete and internally consistent, and which questions must be resolved before the work can be relied upon for its intended purpose. We are a licensed engineering firm with in-house CPAs, and we define the review separately from installation and implementation.

Who this is for

Accounting and advisory firms, public agencies, utility program administrators and manufacturers that need an independent view of whether a technical record supports the conclusion drawn from it.

What we do

  • Review assumptions and inputs. We examine the basis of each calculation and model against the source information that was available when it was built.
  • Check evidence continuity. We trace key conclusions through records, photographs, test results and technical narratives to see whether the chain holds at every link.
  • Identify material gaps. We distinguish missing information from inconsistent records, and both from issues that need a specialist's clarification.
  • Document resolution. We prepare actionable review comments and evaluate the responses or corrections the responsible parties provide.

Our process

  1. Define the decision. We establish what decision the review supports, who will rely on it and the independence it requires.
  2. Review the record. We review the records and technical analyses the engagement covers, input by input and exhibit by exhibit.
  3. Resolve the findings. We discuss findings with you and complete the authorized review of the responses.

What you receive

A technical findings log, review comments and a documented disposition of resolved and unresolved issues. Each entry in the log names the requirement it relates to, the evidence we examined and its current status, so an unresolved item stays visible instead of disappearing into a summary. The engagement letter establishes independence, reliance and scope. This is a technical review, not a financial audit or attest opinion.

Benefits

  • An independent view of whether the evidence supports the technical conclusion.
  • Clear findings and actionable requests for missing or inconsistent documentation.
  • A traceable record of what was questioned, what was answered and what remains open.
  • Review defined separately from installation and implementation, with the independence the decision needs written into the engagement.

Why Green Summit

Green Summit is a consulting partner delivering end-to-end compliance solutions in specialty tax credits and incentives, building performance and advisory services, one of a select few firms that combine a licensed engineering firm with in-house CPAs. Founded in 2014, we bring building analysis, field verification and documentation review into the same project conversation, and we hold every deliverable to the same standard we hold our own studies: engineered substantiation, not estimates.

We define our role alongside the owner and program team, with clear distinctions between advice, implementation and independent oversight. We review work we did not perform, we focus on the evidence rather than on the firm that produced it, and we say clearly when the record we were given cannot support the conclusion drawn from it.

Frequently asked questions

What is an independent technical review?

An independent technical review examines a technical analysis, model or project record to determine whether its conclusion is supported by the evidence behind it. The reviewer checks assumptions and inputs against source information, traces conclusions through records, photographs and test results, and documents what is missing, inconsistent or unresolved. It is defined separately from the work it reviews, and it is not a financial audit or attest opinion.

Can you review another consultant's work?

Yes, subject to access, permissions, professional scope and any independence requirements. We focus on the evidence, not on criticizing another firm, and every comment we make cites the record it rests on.

Can you support an agency or tax inquiry?

We provide technical substantiation and explanations within the review's scope, and our engineers and in-house CPAs can explain the technical basis of the record to the people asking. Legal representation and final tax positions remain with the responsible advisors.

Does a review guarantee approval?

No. Agencies, utilities, certifying bodies and other decision-makers retain their own authority. A review strengthens the record they evaluate; it does not decide for them.

What do we need to provide for a useful review?

The requirement that applies, the original calculations or model, the supporting records and the question that needs resolution. When only a final summary arrives without the underlying evidence, our conclusions are limited, and we say so in the findings.

How do you manage disagreements with the original consultant?

We document the issue and the basis for our review, identify the missing information and give the responsible parties an opportunity to clarify. The goal is an evidence-based resolution and a traceable record, not criticism without substantiation.
