Technical Assistance & Program Q&A

One clear place for every technical question your program generates.

Every energy program generates the same technical questions over and over: which evidence is required, what a model may assume, how a test should be set up, what an inspection photo must show. Answered inconsistently, those questions become rejected submissions and repeated effort. Green Summit provides defined technical assistance for owners, contractors, auditors, raters and program-delivery teams, connecting questions about assessments, models, inspections and documentation to the people and requirements that govern the work. We are a licensed engineering firm and RESNET Rating Provider No. 1998-221, so the answers come from people who model, test and review this work themselves, and we always distinguish technical guidance from the eligibility and payment decisions the program administrator retains.

Who this is for

Program administrators and implementation teams, public agencies and Tribal programs delivering energy or rebate work, and the contractors, auditors, raters and owners who need a reliable answer before they submit.

What we do

  • Answer program-specific questions. We explain the technical submission, inspection and modeling expectations under the named program, in terms the person doing the work can act on.
  • Review cases and records. We help identify missing information, unclear assumptions and the issues that need escalation to the administrator for a documented interpretation.
  • Support the delivery team. We develop practical reference material, run office hours or staff a defined help function for the people delivering the program.
  • Turn recurring issues into better guidance. We use repeated questions to refine reference material, training and the workflow we set up together, so the same issue stops coming back.

Our process

  1. Define the audience and the authority. We identify the program, the users, the questions covered and the decisions that sit outside the support role.
  2. Set the support model. Together we settle channels, staffing, response expectations and the escalation path.
  3. Resolve and document. We provide technical guidance and maintain the case record we set up together, so every answer can be found again.
  4. Improve the process. We update reference material and training where recurring issues justify it.

What you receive

A defined help function with named channels, hours and escalation, a case record of the questions asked and the guidance given, reference material and checklists built from approved answers and kept under version control, and a record of the recurring issues that should change the program's guidance or training.

Benefits

  • A clearer route for technical questions and escalation, so participants know where to go and what happens next.
  • More consistent guidance across delivery participants, because the same question gets the same answer.
  • Less repeated effort resolving the same documentation issue, for your team and for the contractors submitting to it.

Why Green Summit

Green Summit is a consulting partner delivering end-to-end compliance solutions in building performance, founded in 2014 as a licensed engineering firm and holder of RESNET Rating Provider No. 1998-221. We draw on engineering, modeling and field-QA experience rather than generic call-center answers, and we distinguish technical guidance from the final eligibility or payment decisions the program administrator retains. We are not the program administrator, and we say so.

This service is not automatically a 24/7 help desk or a substitute for program approval. Service levels, secure data handling and staff authority are set in the contract, and HERS-specific questions follow the relevant provider arrangements.

Frequently asked questions

What is technical assistance?

Technical assistance is a defined help function that gives the people delivering an energy program a reliable place to resolve technical questions: evidence requirements, model assumptions, test setup, inspection documentation and corrective actions. It is organized around a named program, a defined audience and clear limits on what the support role may decide. It informs the administrator's decisions; it never replaces them.

Who can use technical assistance?

Owners, contractors, raters, inspectors and program teams, within a defined engagement. We match the service to the relevant program and to the questions that team is responsible for resolving.

What kinds of questions are appropriate?

Evidence requirements, model assumptions, test setup, inspection documentation, technical procedures and corrective-action follow-up. Legal questions and final eligibility decisions remain with the authorized parties, and we route them there.

Does advice from Green Summit bind the program administrator?

No. We explain and coordinate technical matters; we never replace the administrator's authority. When a requirement is ambiguous, we escalate it for a documented interpretation rather than guess.

Can repeated questions become a training resource?

Yes. Approved answers can be organized into guidance, checklists or training materials under version control, so the same issue is handled the same way every time.

What response time can we expect?

Response targets, hours, escalation and staffing are defined in the agreement. A general website inquiry does not establish an around-the-clock help desk or an emergency service.
