Technical Procurement & Owner Support
Define the technical work before you buy it, so every proposal answers the same question.
When a scope leaves testing, documentation or responsibility undefined, proposals stop being comparable: one bidder prices the verification, another assumes you will do it and a third leaves it out. A sound technical scope has three parts: the tasks, the evidence that shows each task is complete and the party responsible for producing it. Green Summit helps owners and program teams develop clear technical scopes, deliverables and acceptance requirements for energy and building-performance projects, so your team can make an informed procurement decision and manage the technical handoffs that follow. Procurement decisions, legal terms and contracting authority always remain with you.

Who this is for
Utilities, energy program administrators and the owners and program teams that buy assessment, modeling, inspection, testing and verification work and need to know exactly what they are getting.
What we do
- Develop technical requirements. We translate your project objectives into assessment, modeling, inspection, testing and reporting requirements that a bidder can price and a reviewer can check.
- Support RFP preparation. We prepare technical scope language, proposed deliverables and criteria for reviewing technical approaches, so evaluation happens on substance.
- Review proposed scopes. We identify missing tasks, inconsistent assumptions, dependencies and responsibility gaps across proposals before they turn into change orders.
- Coordinate defined owner-side tasks. Where an owner-support role is expressly included, we support technical meetings, issue tracking and document review.
Our process
- Establish the outcome and the constraints. We define the intended project outcome and the procurement rules the process has to follow, including any independence requirements that shape who may do what.
- Define the technical scope and the evidence of completion each task must produce.
- Support the review and coordination you have asked us to take on, and nothing beyond it.
What you receive
Technical scope language, deliverable schedules, responsibility matrices and evaluation or issue logs. The responsibility matrix names who performs, who reviews and who accepts each deliverable, which is where most disputes at handoff begin. Procurement decisions, legal terms and contracting authority remain with the owner; our work gives the people who hold that authority a technical basis for exercising it.
Benefits
- Comparable technical scopes rather than proposals built on different assumptions, so the evaluation compares the work and not the guesswork.
- Clearer acceptance criteria, responsibilities and documentation at handoff.
- Fewer surprises after award, because the gaps were found while they were still on paper.
Why Green Summit
Green Summit is a licensed engineering firm and a consulting partner delivering end-to-end compliance solutions in building performance, specialty tax credits and incentives and advisory services. Founded in 2014, we perform the same kinds of assessment, modeling, testing and verification work that program teams procure, so we know where scopes typically go quiet and what evidence of completion looks like in practice. That experience also tells us where a scope must say who verifies the work, because the party that performs it should never be the only party that checks it.
We connect the technical scope, the supporting evidence and the implementation responsibilities so your organization leaves with a usable next step, not simply another report. We do not act as your general contractor, and we keep any owner-support role limited, defined in writing and clear of conflicts with review or verification work.
Frequently asked questions
What is technical procurement and owner support?
Help defining what technical work you are buying before you buy it. We turn project objectives into assessment, modeling, inspection, testing and reporting requirements, write the scope and evaluation criteria for an RFP, review the proposals that come back and, where you expressly include it, support owner-side technical coordination during the work. You keep every procurement decision and every contractual commitment.
Do you act as our general contractor?
No. We do not act as your general contractor. Technical support does not include construction contracting or general construction management unless that is separately and appropriately arranged in its own engagement.
Can you be an owner representative?
We can discuss a limited technical owner-support role. Decision authority, responsibilities and professional requirements must be defined before the engagement begins, so everyone knows what we are and are not authorized to do. In a limited role, our recommendations and records support your decisions; the engagement letter spells out anything more.
Can you evaluate a project you will later verify?
We first review the proposed roles and any independence requirements. Work assignments must avoid conflicts with the required review or verification function, and where a conflict would exist we will say so and recommend a different arrangement.
Can you help compare proposals that cover different scopes?
Yes. We normalize the technical requirements, assumptions, exclusions, verification steps and closeout deliverables across the proposals. That lets you compare the work actually being offered rather than price alone.
Who approves purchases and changes?
You do. The owner retains approval authority unless a written engagement delegates a specific function. Green Summit provides technical recommendations and records; procurement decisions and contractual commitments remain with the authorized parties.
