New Jersey New Construction Program Support
Connect the design pathway, the program's requirements and the construction evidence before the walls close.
The New Construction Program supports energy-efficient new construction in New Jersey, and the pathway a project selects determines what it must prove: the energy model, the certification evidence and the field verification. Those requirements are easiest to meet when the team plans for them during design, because much of the evidence is concealed once construction moves on. Green Summit helps project teams evaluate the pathway that fits and coordinates the modeling, certification and verification work the program requires. We are a licensed engineering firm founded in 2014, and we work independently of the program's administrator.

Who this page is for
Owners, developers, design teams and builders planning new commercial or multifamily construction in New Jersey, from early planning through closeout, and the project teams who coordinate their program submissions.
What we do
- Review the route. We check project type, stage, program registration and the pathway requirements that apply, so the team commits to a route it can deliver.
- Coordinate the modeling and certification evidence. We align energy modeling, design-team responsibilities and certification-related evidence with what the pathway requires.
- Plan the verification early. We schedule construction verification and closeout records before work is concealed, while the evidence is still visible.
Our process
- Confirm the official program. We establish the project's status with the program and who is responsible for each part of the submission.
- Define the additional technical work. We identify what the project needs beyond what the program already funds, and we never duplicate a program-funded service.
- Coordinate the records. We deliver the analysis, records and follow-up to the owner and the program administrator on the schedule the project needs.
What you receive
A pathway review, coordinated energy modeling and certification evidence, and a construction verification plan with the closeout records the program expects, delivered to the owner and the design team in a form the administrator can review.
Benefits
- A clear program route for the project, chosen before eligibility is assumed.
- A defined technical scope with accountable responsibilities across the design team.
- Records organized for the next decision, whether that is registration, inspection or closeout.
Why Green Summit
Green Summit combines building analysis, engineering coordination and field verification with an understanding of the owner's project objectives, so the program's requirements and the construction schedule move together. Founded in 2014, we are a licensed engineering firm, and every record we deliver is built to be audit-ready from day one.
We are an independent consulting firm, not the program administrator, and we will tell you when the program itself offers free help you should use first. Program rules also decide which roles we may hold on a project; being independent does not make us an approved delivery contractor by default.
Frequently asked questions
What is the New Jersey New Construction Program?
The New Construction Program supports energy-efficient new construction in New Jersey. A project registers with the program and follows a pathway whose requirements set the energy modeling, certification evidence and construction verification the project must deliver. New projects follow the current NCP requirements rather than the legacy Pay for Performance route.
Is this the same as legacy Pay for Performance?
No. We evaluate every new-project inquiry against the current NCP requirements. A pre-transition project may carry separate legacy obligations, and we review those from its actual enrollment records rather than from assumptions.
Can multifamily and commercial projects use the same documentation?
Not automatically. The building and the selected pathway determine the technical requirements. We define the model, certification and field evidence that fit the project instead of reusing a package built for another building type.
When should we contact Green Summit?
During planning or design, before anyone assumes eligibility or fixes equipment and certification commitments. Early review lets us align the program's sequence with construction.
What determines the Green Summit engagement?
The project's actual technical need, the program's permitted roles and any professional qualifications the program requires. We identify deliverables and fees before work starts; funding approval is not guaranteed.
