New Jersey ESIP Technical Advisory
Give your public facility's energy plan an owner-side technical advisor before the contract sets the terms.
New Jersey's Energy Savings Improvement Program gives public entities a performance-contracting pathway, in which an energy-services company delivers measures under a contract built around projected savings. That structure serves the owner only when someone on the owner's side tests the assumptions, the baseline and the verification plan before the contract is signed. Green Summit supports the owner's technical decisions, data review, measure analysis and verification planning within a clearly defined advisory role. We are a licensed engineering firm founded in 2014, independent of the program, the energy-services company and the financing parties.

Who this page is for
Public entities in New Jersey considering or already inside an ESIP performance contract, and the facility, procurement and advisory teams who act for them.
What we do
- Review the data and the scope. We review facility data, audit findings and the proposed energy-savings scope.
- Test the assumptions. We help you compare technical assumptions, project costs and performance requirements across what is proposed.
- Plan the verification. We support owner-side documentation, commissioning coordination and measurement and verification (M&V) planning.
Our process
- Confirm the official program. We establish the project's status, the procurement requirements and who is responsible for each part.
- Define the additional technical work. We identify what the owner needs beyond what the program and the contract already provide, and we never duplicate a program-funded service.
- Coordinate the records. We deliver the analysis, records and follow-up to the owner and, where the contract calls for it, the program administrator.
What you receive
An owner-side technical review of the proposed scope and its assumptions, a documented position on costs and performance requirements, and a commissioning and M&V plan that fixes the baseline, the reporting method and the responsibilities before installation.
Benefits
- A clear program route and a clear owner-side role within it.
- A defined technical scope with accountable responsibilities, separate from the ESCO's and the financier's.
- Records organized for the next decision, from proposal review to the first performance report.
Why Green Summit
Green Summit combines building analysis, engineering coordination and field verification with an understanding of the owner's project objectives. Founded in 2014, we are a licensed engineering firm, and our documentation is built to be audit-ready from day one, which is what a public owner needs when a contract runs for years.
We are an independent consulting firm, not the program administrator, and we will tell you when the program itself offers free help you should use first. We hold no stake in the equipment, the financing or the savings projection, which is exactly why an owner can rely on our review of them.
Frequently asked questions
What is New Jersey ESIP?
The Energy Savings Improvement Program is New Jersey's performance-contracting pathway for public entities. The contract identifies the energy-services company, the financing parties, the advisors and the independent reviewers, and the project follows the public owner's procurement requirements.
Is Green Summit automatically the ESCO or financing provider?
No. The contract must identify the energy-services company, financing parties, advisors and independent reviewers. Our technical role does not automatically include financing or a savings guarantee.
Can you help review an ESIP proposal?
Yes. We evaluate technical assumptions, scope, evidence and verification provisions with the public owner's procurement and advisory team.
Why define M&V before installation?
Because the baseline, the reporting method and the responsibilities decide how performance will be assessed. Pre-installation data that was never collected cannot be recovered, and its absence limits every later evaluation.
What determines the Green Summit engagement?
The project's actual technical need, the program's permitted roles and any professional qualifications the program requires. We identify deliverables and fees before work starts; funding approval is not guaranteed.
