New Jersey Legacy Pay for Performance Support

Finish the project under the rules it entered, not the rules that replaced them.

New Jersey's Pay for Performance (P4P) portal retains materials for legacy enrolled projects, including new-construction projects enrolled before the transition to the state's current programs. A legacy project closes out under the requirements, documents and milestones it entered with, and its original approval record is the key to finishing it. Green Summit reviews the project's enrollment record and defines the authorized technical support the outstanding work needs. We are a licensed engineering firm and a consulting partner delivering end-to-end compliance solutions, and this page serves legacy projects only; it is not a new-construction enrollment offer.

Who this page is for

Owners, developers and project teams with a legacy Pay for Performance project, including pre-transition new-construction enrollments, that still has milestones, conditions or closeout work outstanding.

What we do

  • Review the enrollment record. We read the enrollment, approved documents, milestones and unresolved conditions to establish exactly what the project still owes.
  • Define the technical work package. We coordinate a defined modeling, technical-evidence or verification package with the authorized program parties.
  • Organize the closeout. We assemble the closeout questions and preserve the project's original approval record, so nothing is reopened under rules the project never entered.

Our process

  1. Verify the program, the project and the parties. We check the project's enrollment status, the program's current handling of legacy projects and who holds each authorized role.
  2. Define the additional technical work. We identify what the approved program partner and the program already cover and define only the work that remains, so nothing is duplicated.
  3. Coordinate records, analysis and follow-up. We keep you, the program administrator and the authorized partners working from the same records through closeout.

Benefits

  • A clear view of where the project stands under the program it actually entered.
  • A defined technical scope with accountable responsibilities.
  • An approval record preserved and organized for the closeout decisions still ahead.

Why Green Summit

Green Summit combines building analysis, engineering coordination and field verification with a working understanding of what you set out to build. Founded in 2014, we are a licensed engineering firm, and we build every record to be audit-ready from day one.

We are an independent consulting firm, not the state, not the utility and not automatically an approved program delivery contractor, and we will tell you when the program itself offers free help you should use first.

Frequently asked questions

What is a legacy Pay for Performance project?

A project enrolled in New Jersey's Pay for Performance program before the transition to the state's current programs, including new-construction projects. The P4P portal retains materials for these enrolled projects, and each one completes under the enrollment, approvals and milestones it entered with.

Can a new project enroll through this page?

No. This page supports legacy projects; it is not a representation of a current new-construction P4P intake. New projects should be screened against current New Jersey programs, including the New Construction Program where it applies.

Can any consultant replace the approved program partner?

No. We never assume an automatic substitution. Partner and project changes require review under the actual program and enrollment requirements.

What should we provide for a legacy review?

The enrollment and approval record, prior technical documents, construction status, correspondence and the outstanding milestone list. Those are the starting point for defining what remains.

What determines the Green Summit engagement?

The project's actual technical need, the roles the program permits and any professional qualifications the work requires. We identify deliverables and fees before work starts, and we never present funding approval as guaranteed.

How current is the information on this page?

Program information was reviewed on September 22, 2026. Confirm current availability, deadlines, approved providers and requirements with the official program before committing to work.

Let's talk about finishing your enrolled project.

Tell us the project, when it enrolled, what has been built and which milestones or conditions remain open.
