New Jersey Large Energy Users Program Support

Build the improvement package on facility evidence, not on the size of the utility bill.

The Large Energy Users Program serves eligible large non-hospital commercial and industrial facilities in New Jersey. A high energy bill gets a facility noticed, but it does not make a project eligible: the facility and each proposed project must meet the program's current criteria, and every measure needs documented energy analysis behind it. Green Summit helps owners organize facility data, evaluate improvement options and prepare the technical documentation for the owner's program review. We are a licensed engineering firm founded in 2014, independent of the program and its administrator.

Who this page is for

Owners and operators of large non-hospital commercial and industrial facilities in New Jersey, and the facility, energy and finance teams who prepare their projects.

What we do

  • Screen against the criteria. We review facility and project information against the program's current criteria before anyone builds an application on an assumption.
  • Analyze the measures. We analyze energy use and candidate measures, with costs and assumptions documented so every number can be traced.
  • Coordinate the evidence. We organize technical exhibits, installation evidence and performance follow-up through the program's review.

Our process

  1. Confirm the official program. We establish the project's status with the program and who is responsible for each part of the submission.
  2. Define the additional technical work. We identify what the project needs beyond what the program already funds, and we never duplicate a program-funded service.
  3. Coordinate the records. We deliver the analysis, records and follow-up to the owner and the program administrator.

What you receive

A screened project list, an energy analysis with documented costs and assumptions for each candidate measure, and the technical exhibits, installation evidence and performance follow-up the program's review calls for.

Benefits

  • A clear program route for the facility, settled before the application is written.
  • A defined technical scope with accountable responsibilities for analysis, installation evidence and follow-up.
  • Records organized for the next decision, whether that is the application, the installation or the performance review.

Why Green Summit

Green Summit combines building analysis, engineering coordination and field verification with an understanding of the owner's project objectives, so the measures you propose are the measures the facility can support. Founded in 2014, we are a licensed engineering firm, and our analysis is engineered substantiation, not estimates, with documentation built to be audit-ready from day one.

We are an independent consulting firm, not the program administrator, and we will tell you when the program itself offers free help you should use first.

Frequently asked questions

What is the New Jersey Large Energy Users Program?

The Large Energy Users Program (LEUP) is directed to eligible large non-hospital commercial and industrial facilities in New Jersey. A facility applies with a proposed project, and the program's criteria for the facility, the measures and the supporting technical evidence govern each one. Applications were listed open from July 1, 2026 through June 30, 2027, subject to program terms.

Does a high utility bill alone establish eligibility?

No. We check facility and project eligibility against the current LEUP requirements. The program specifically identifies a non-hospital commercial and industrial audience.

Can more than one facility be reviewed?

Yes. A portfolio screening is often useful, but enrollment, costs and technical evidence follow the program's rules for each proposed project, one project at a time.

Can an energy audit support the application?

An audit with the right scope can inform the measures and the calculations. We confirm the exact study and documentation the program requires before assuming an existing report is sufficient.

What determines the Green Summit engagement?

The project's actual technical need, the program's permitted roles and any professional qualifications the program requires. We identify deliverables and fees before work starts; funding approval is not guaranteed.

How current is the information on this page?
